Zhangqiao pier is at the tip of Qingdao Bay off Zhongshan road. This 440 meter (1,440ft) strip that stretches into the sea was built in 1891 and was the first wharf in Qingdao. An octagonal pavilion called the Billow Returning Tower (hulian ge) stands at the end of the pier.
